I do not think that being curses related to Halloween have any particular special meaning compared to those that are not. It's more of the curse itself then the timing that lends to its potency, or so I believe. I am sure that doing it under certain circumstances such as full moons and the like are beneficial, but not the end all to laying enchantments on your foes.

Yes, I think that is wise. I do not think that it would hurt at all, aside from other people being cursed. But that is the nature of mass emails such as this, there's bound to be a great number of people that are affected.

that one is all about a special curse in japanese folklore, and it's all about the timing! you gotta do it in the hour of the ox at night, or it's got no effect!! but if you get it right, you can curse your enemy for SEVEN DAYS OF TORMENT.
it's actually illegal to perform it, nowadays! but that just makes it sound more exciting, right!?!?
